The ISF (Importer Security Filing), also known as ISF (10+2) or just “10+2” is a filing required by the CBP, and is an integral part of the US customs clearance process.
In January 2009, the CBP published a new regulation mandated for ocean cargo imports only.
The information submitted in ISF improves U.S. Customs and Border Protection’s (CBP) ability to identify high-risk shipments in order to prevent smuggling and ensure cargo safety and security.
Filing the ISF is the responsibility of the importer, and the information must be transmitted to the CBP at least 24 hours before goods are loaded onboard a vessel to the USA. Failure to comply with the rule could ultimately result in monetary penalties up to $5000, increased inspections, and delay of cargo.
Types of ISF
ISF 5 – is for cargo passing through the U.S. in the form of Freight Remaining on Board (FROB), or cargo intended to move through the US under a Transportation & Exportation (T&E) or Immediate Exportation (IE) bond. The name ISF-5 is because there are only 5 data elements required prior to vessel loading, rather than the typical ISF-10.
ISF 10+2 – The most Required filing form, The ISF 10+2 filing, only affects ocean vessel imports. It does not affect cargo imports entering the U.S. by other modes of transportation.
Filing an ISF

The ISF form has several mandatory fields of information about the goods, the supplier and the importer:
1.Importer identified numbers (EIN or SSN), name and address.
2.Consignee identified number(s)
3.Buyer (or owner) name and address.
4.Ship-to name and address
5.Manufacturer (or supplier) name and address.
6.Seller name and address.
7.Container stuffing location
8.Consolidator (stuffer) name and address
9.Country of origin
10.Commodity Harmonized Tariff Schedule number (HTS code first 6 digits)
11.Master bill of lading number
12.House bill of lading number (if applicable)
ISF filing requirements:
There are several basic requirements for DIY ISF filing:
1.U.S. Legal Entity – EIN or SSN.-Bill of lading and Commercial Invoice
2.International classification HTS 6-digit numbers for your products
3.Customs Bond (single or continuous) needed only if cargo value is above 2500$
